Smell of Japanese cherry tree

       I for last years managed to visit many countries of Europe. From all countries where I was, I liked Belgium with its graceful landscape and quiet counterbalanced people. For completeness of a picture with the purpose of comparison of old and new light I would like to visit still and in the USA. And the most important my dream is trip to Japan during flowering of Japanese cherry tree. In reality to see a blossoming Japanese cherry tree and to absorb in itself its fertile smell is a limit of dreams for many Europeans. And when to me informed, that in the near future there will be an opportunity to visit on summit of the Great Eight (G8) I very much was delighted. In fact summit G8 of 2008 will pass in Japan. But, unfortunately, my Japanese friends and could not provide to me such trip. A unique consolation for me became that during summit the Japanese cherry tree will not blossom any more. It blossoms in only early spring at the end of March, and process of flowering lasts all some days. And summit G8 passed on the Japanese island Hokkaido from July, 7 till July, 9. Leaders of Russia, the Great Britain, France, Germany, Italy, Japan, Canada, USA, and also heads of 22 less developed countries took part in summit. It was originally supposed, that the basic themes of discussion at summit, the growing prices for oil and global warming, and also problems of the international terrorism and the questions connected to nuclear programs of Iran and Northern Korea begin. On Monday on July, 7 meetings of summit have begun from discussion of a situation in Africa, in particular, questions humanitarian and other kinds of the help to the African countries. The heads of Algeria, Ethiopia, Ghana, Nigeria, Senegal, the republic of South Africa, Tanzania and chairman of the African union have taken part in these meetings. The basic part of summit, bilateral negotiations of leaders G8 have passed to Tuesday. Leaders of the richest countries of the world have decided to reduce combined efforts quantity of emissions of hotbed gases to the middle of century. At the expanded meeting of summit which has come to the end on Wednesday, some leaders of countries G8 have recognized, that many of essential world problems too big to cope with them alone. «Before us global problems which require global decisions stand», - the prime minister of the Great Britain Gordon Brown has told in the final performance. And the chancellor of Germany Angela Merkel has expressed more direct: «It is already not enough summit of the Great Eight for the decision of many problems». The owner of summit Jasuo Fukuda, the prime minister of Japan, has told, that merge of potential global crises has made meeting at the summit especially important, and difficult. «We had many hot discussions», - he has told. - «Summit of this year was the most important for last years». To collect it is more than participants of summit, actually have made three summits in one. Alongside with the rich nations have invited leaders of five leading less developed countries who together represent 42 % of a world's population, and also have invited leaders of seven African states. Also at summit were present the secretary general of the United Nations Ban Ki-Moon and heads of the World bank, the Organization of economic cooperation and development (OECD), International power agency (IPA), the African union (AU) and European commission (EC). The largest and important theme of summit, certainly, was change of a climate. At session G8 and leaders of China, India, Brazil and other 13 countries which was carried out last day the summit, only three countries have supported the declaration concerning to a problem of change of a climate, which G8 submit in the afternoon earlier. But, despite of it the American president George Bush who has last time appeared at such meeting, has noted, that session all was a success. Besides George Bush has told, that the richest countries in the world were already reoriented on improvement of a daily life of millions people, and has named some new agreements on struggle against illnesses, preservation of the environment and assistance to development. «We served in our general interests: both Americans and all worlds», - he has added. However Chinese president Hu Tszintao who has refused to support position G8 in the field of change of a climate, insisted that emissions in an atmosphere per capita in his country still rather low, and has told that it is not necessary to sacrifice economic growth in less developed countries. At summit disagreements in itself G8 were visible: also was not determined base year for reduction of emissions, and remained not clear what exactly G8 has undertaken to execute. Leaders have left this question open for already conducting negotiations under aegis of the United Nations which should end in December, 2009 when 190 countries should meet in Copenhagen (Denmark) for signing the international contract which will come in the stead of the Kioto report. In connection with absence of details, summit G8 as a whole has received low estimations from ecological groups and from the organizations directed on struggle against poverty which consider, that that the growing prices have not led to grocery crisis, should be made much more. Also they want, that G8 has given more appreciable help to Africa. At the end of summit leaders of the leading states of the world have signed some final documents, among them - the contract about amplification of struggle in sphere of the finance with corruption and abusing which brake development of many countries in the world. Besides participants of summit have expressed concern growth of the world prices for oil which, in their opinion, threatens all economic. Also they have acted for that less developed countries, first of all India and China, have twice reduced harmful emissions in an atmosphere by 2050. Leaders of countries - participants G8 highly have estimated offers of the President of Russia. They have supported Dmitry Medvedev's initiatives concerning grain summit, an additional format of meetings of Ministers of Agriculture, and also the ideas concerning strategic safety.        Hello, dear readers! I am glad to a new meeting with you! After my article in the IBK, ¹23 for 2008, in edition for my name there have come many letters. I have already given the answer to many of them, and that who yet has not received from me the letter; I shall necessarily answer in the near future. In general August and September are very crucial for our country. At this time always passes and harvesting terminates. And this year also doubly, because of elections to National assembly which will pass on September, 28. And in general elections to any country are very important event. In fact always for the period between elections to a political life of each country there are significant changes. So influence of one political force in a society weakens, and influence of others on the contrary amplifies. And elections allow to realize in the supreme legislature already new, real for that moment of time, the status quo of political forces in a society. But all this in the theory, and in practice it to make not too simply. Usually at elections two political forces collide. One force which already is at authority. And its overall objective is to make everything to remain with authority. The second force is oppositional. It can act as a united front, and is isolated. The overall objective of opposition is the constitutional way to come to authority. In the constitutional way it means by elections, that is free will of voters. And the basic tool in this process is the electoral system which overall objective is unequivocally and with the big accuracy to reveal this true wills of voters. Besides, the electoral system always should satisfy the basic requirements. First of all, it not to suppose influence on results of elections, both authorities, and oppositions and procedure of its work should be transparent for the public at all stages. Only in case of performance of all these requirements it is possible to speak, that results of elections are authentic. Available such electoral system the authority, certainly, is not interested. Also it is not interested for the reason about which I already spoke. All voters and opposition are interested basically in it. What we today have in Belarus? And today in Belarus we have an electoral system which under the maintenance expresses interests of authority and completely allows this authority to influence results of voting. Having such opportunities, authority, quite naturally, never will admit reception to unsatisfactory its interests of results. Under these conditions elections in Belarus are simply profanation. Such is my opinion concerning an existing electoral system in Belarus. Now let's talk about so-called oppositional democratic forces. Certainly, to name their forces it as speak in people, it is too loudly told. And to name their democratic too, apparently, there are no bases. Judge for yourself. Into this association enter, both right, and Left-wing parties, the basic purposes and tasks of which are obviously opposite. The only thing, that unites them, that they do not like the person, the president. But it cannot be an occasion for association of political parties. And their president to itself on a visit also does not call - he too does not like many persons. … The Joke! And if it is serious, such association is far-fetched and really any practical benefit does not give. It is not present for such association in Belarus and the reasons and conditions. In the block of a party are united when their electorates develop. And in this case it is not present. According to the interrogation which has been carried out by the BPOSDC, the opposition can expect a maximum for 5 % of voices. But also it should correspond to presence in National assembly of 5-6 deputies. Whether there will be they in parliament? It is not known, as all this depends on authority. Even at the best, when representatives of opposition will get in parliament, to speak about an opportunity of carrying out of democratic reforms from below simply is ridiculous. And all hopes that the opposition will make something though the smallest, for a long time have already died. More real is carrying out of democratic transformations in Belarus from above. When the president will understand, that the society at the present stage cannot be such what it is now, probably, he and will go on this step. But for this purpose should be and corresponding international conditions. I shall not guess that can force to engage seriously the Belarusian authority in democratization of the country, but such mechanisms in the international practice really exist. Thus, elections spent for Belarus most of all are similar to children's game. And all looks how speak in people, than the child would not play if only it did not cry.

From a concentration camp yes in a madhouse

       At a meeting familiar people greet with each other and practically always ask the same question how live? The same question was set also by me familiar in each arrival to relatives to Minsk. The majority familiar on this standard my question also answered standard. A pier, well we live. And on it our conversation terminated. But with some people from this question at me rather serious and long conversations about a life began. Certainly, many questions set both us. And I as always in details on them answered. But me the life in the Belarus and opinion on it of its inhabitants very interested. My familiar - people not young, have grown also significant time have lived at the Soviet authority. So their opinions on that old Soviet and already past new time are gained and objective. During Soviet times the life in Belarus, and in all Soviet Union, was as in a huge state concentration camp with the uniform daily routine, analogue to which in a society there was a uniform antihuman ideology. For a deviation from this ideology strictly punished, down to deprivation of a life. Living in such conditions as speak in people, under eternal fear, the person became not only double-faced, and even three-personal. He thought - one, spoke - another, and did - the third. And all of what to do, as he thought, he could not - was fatally dangerous. And to do how spoke - was simply senseless. And if to take into account, that the state ideology was based on aggressive atheism people without the God in heart turned simply to animals which overall objective was - to survive. And to survive the person became both the rascal, and the villain, both a hypocrite, and the bastard, and even the murderer and so on. So it is a lot of defects, that I not list all immoral people. But the person cannot live as cattle, only to eat, sleep and the most important - to work. The hope and comprehension of was necessary for him that all these tortures and sufferings will soon be terminated, and there will come the light and joyful future - communism. And that this hope did not leave people, on service of the camp heads there were all necessary means. This unseemly, from the human point of view, a problem was carried out by everyone who only could. And cinema, radio and TV; both newspapers and other printed editions; and establishments of education, education and culture; and certainly labor collectives. And if somebody from them could not do correctly it he simply forced. And, if he did not want to carry out, then his sent in others of a concentration camp which were already inside the most state concentration camp, in so-called remote places. And that from the outside did not prevent to bring up the future builders of communism, all state concentration camp have protected a huge wall that even the mouse was crept also by a bird has not flown by. And the most important that any information on a life there behind a cordon has not got in the state concentration camp and did not excite minds of people. To create illusion, that people are creators of such general "happiness" arranged elections to a so-called supreme legislature. The electoral system in the USSR was unique in own way. It has been constructed by a known Stalin principle. The basic sense of this principle consist in a familiar expression, what not the main thing in how vote, and the main thing in how consider. And always considered on 99,9 percent. And Soviet people, and, most likely, lived existed. In material maintenance of people there was all on a minimum. Living conditions were awful. And from positions of today simply you are surprised, as it was possible to live in such conditions. But people contrary to all this lived. And not only lived, but even created material and cultural wealth. And somehow to survive people on an altar of a history have put millions human lives, both in a peace time, and in military years. But there can not be infinite a torture of people. All in a history has the beginning and the end. And right at the beginning of the ninetieth years of the last century the Soviet concentration camp, the USSR, has collapsed, scattered suddenly. And Belarus became the independent country! As I was glad to this! Knowing, my Belarus roots, me congratulated my entire familiar in Poland. And in each arrival to Belarus I always asked familiar, in what country they want to live? And they unanimously answered that want to live only in the independent country. And it is correct. It is necessary to remember always to any person where he would not live, that only the independent country can provide to him all conditions necessary for a normal life. Independence of a native land is the supreme value of all people of the world! Other value for each person is his freedom sold already inside a native land. It seems what is necessary to Belarus? The history in fact has given such chance to revive the true civilized statehood. All in fact already are in the hands. And worthy examples are for imitation. No, it is necessary to go in the special way. I in fact read not only the IBK, but also other Belarusian press. From it I know, that the head of the country somehow, discussing possible ways of the further development of the country, have told, that in independent Belarus it is necessary to keep all best, that was in the past. It is gold words …. And nobody is against it. Well, so have taken already in independent Belarus from the past? All best are? No, have taken all most bad on the basic components of a social system. The most important - have kept a Stalin principle in the electoral system. Procedure of calculation of voices completely closed, not giving in to the control over the public. That is, as considered earlier so consider and now. It is continuous profanation. Further …. Practically all mass-media, as before, submit and supervised by the state. Except for the IBK, independent mass-media in Belarus to an essence are not present. But the IBK is only a drop of true in the sea of lie and a deceit. Even those mass-media which in due time were created as oppositional, in due course have turned to only commercial editions. Further we go to the third basic component, to ideology. To tell the truth, former state antihuman ideology of Soviet Union have replaced with state ideology already becoming to an essence «as father has told, and do». But from it be not become easier. In fact father too the person - can and be mistaken. Not without reason in people speak: hope on father, yes itself not slip up. Now Belarus already a concentration camp you will not name, though the country still is in some isolation from the civilized world. And a madhouse it is quite possible. The analogy is looked through completely. The same is also the head physician, whose instructions is not challenged, and is subject to immediate execution. The same are available also hospital attendants with strait jackets (it still at the best), ready at any moment to action above those who is wrong, in opinion of the head physician, conducts itself. For calm of patients there are newspapers, radio and TV with porn films and films of horrors. And certainly buffet with strong drinks. All is directed on that at patients to create illusion of well-being. But the madhouse is in fact medical establishment. So for what there treat? There treat basically for display of the initiative, for example, some figures have caught a virus of democracy and began to create democratic political parties. It is asked, what else in a madhouse there can be democratic parties? Have taken also the majority of parties have closed. And on those violent which had not time to hide abroad, put on strait jackets. Or it is to take initiatives in business, and in particular individual businessmen. Too they have swung. And in a madhouse it to do it is impossible! Have taken and have forbidden. And are initiatives of scientists? It is not sat by it easy - everyone offer any alternative sources of the electric power. Any such sources in a madhouse should not and to be. Patients do not know, how them to use. Have taken and have decided that there will be one atomic power station on all. In fact the operational experience on the atomic power station (the truth, and on Chernobyl) already is present. So, that if it bangs all it will be cheerful. Yes the reader for such irony will forgive me. But me that is done in Belarus is not indifferent. And I think that patient and hardworking Belarusian people deserve the greater in this life, than that has now. It is time already to Belarus to change the status of medical establishment for the status of a civilized society! And to all of you, dear readers, I wish happiness and health in your life!
